This is the tentative schedule for the meeting. The Planning Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.
D. Public Comments
Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Planning Commission. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission agenda. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

Announcements of a general nature for the Commission and for public information regarding planning, zoning and land use. Not intended for detailed discussion or for items already on the agenda.

Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.
G. Consent Agenda
All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda. |
G-1 SUP-05-221* Action to approve a required five-year review of an existing Special Use Permit for Rick Correlli (property owner: Curry Street Property LLC) for four metal storage containers on property zoned General Commercial (GC), located at 3640 S. Curry Street, APN 009-151-40. (Kathe Green)
Summary: Pursuant to the Carson City Municipal Code Development Standards 1.10.9.l. Metal Storage Containers shall be reviewed in five year increments. This review is to ensure that the containers continue to be suitable at this location and are adequately maintained.
G-2 SUP-05-218* Action to consider a required five-year review of an existing Special Use Permit for William Casparis (property owner: Western States Storage) for 29 metal storage containers on property zoned General Commercial (GC), located at 5861 & 5853 South Carson Street, APN 009-304-06. Summary: Pursuant to the Carson City Municipal Code Development Standards 1.10.9.l. Metal Storage Containers shall be reviewed in five year increments. This review is to ensure that the containers continue to be suitable at this location and are adequately maintained.
H. Public Hearing Matters
The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must sign the "sign in" sheet on the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
H-1 SUP-10-090* Action to consider a Special Use Permit request from the Carson City School District (property owner: Carson City School District) to allow placement of photovoltaic arrays at Eagle Valley Middle School on property zoned Public (P), located at 4151 E. Fifth St., APN 010-035-27. (Jennifer Pruitt)
Summary: This agenda item was continued from the December 1, 2010 meeting of the Carson City Planning Commission with the consent of the applicant.
All Public district development standards relative to lot area, setbacks, building height, landscaping, off-street parking and signs shall be based on requirements and conditions of the required special use permit. The applicant is requesting an approximate 60,000 square foot installation of ground mounted photovoltaic arrays on the Eagle Valley Middle School campus. The proposed project is part of the Carson City School District’s Green Energy Project. It is anticipated that the alternative energy projects will save the School District Greenhouse approximately $200,000 in annual utility charges and reduce the School District’s reliance on the City’s power grid.
H-2 SUP-10-104* Action to consider a Special Use Permit request from the Brewery Arts Center (property owner: Brewery Arts Center/Carson City) for site improvements for an outdoor plaza and events area and associated uses in the Public Regional zoning district, located at 449 West King Street, APN’s 003-206-01, 003-206-02, and 003-207-04. (Jennifer Pruitt)
Summary: The applicant has submitted a conceptual Master Plan for the Brewery Arts Center. The proposed plan includes but is not limited to, site improvements, parking improvements, landscaping including a passive park component, an open air amphitheater (Entertainment Space) and future backstage expansion to the performance hall.
